The objectives stated in the project were to conciliate the conservation and restoration of a building rich in history and prized art treasures, with its functional recuperation and use for offices and receptions.

A historical and archivistic investigation of the building had brought to light certain 18th century rooms and in part, particularly in the basement area, a number of 16th century rooms. The general conditions of the complex were poor: part of the roof had collapsed and the floors were also severely deteriorated; while during the course of the restoration it was found that the masonry had been damaged and this damage had been aggravated by the earthquake of 1983. The project had to take account of this preliminary situation as well as the fact that any work on the palace had to be approved by the government under the terms of law 1089 of 1939. The project was divided into four main areas:

1)restoration and recovery of the decorations and artistic parts in general
2)restoration and recovery of the architecture
3)elimination of superimposed parts (alterations or improperly made repairs)
4)location of space for new additions

The works of the first group were carried out after performing thorough maintenance, cleaning the surfaces and removing material where necessary, disassembling and consolidating structures, fastening parts that had been detached and reconstructing damaged parts. In the structural restoration the roof was replaced, floor slabs were consolidated as were the masonry vaults and stairways, mainly using materials recuperated from the demolished parts. The foundations were also consolidated.
Superimposed parts were eliminated and the 18th century parts were brought back to light, cleaned and joined.

The need of more space, caused by the plan to add to the facilities of the Palazzo, led to a necessary decision to preserve and restore the basement by means of an excavation carried out using archeological methods, so as to recuperate a large space under the central courtyard as well, used only for machinery and equipment, as well as for the vault, which could not be housed in the basement rooms where the space for equipment was much less extensive. The addition of elevators and bathrooms was also made in respect of the existing structures. The operations for completion and restoration of the façade are another example of this respect, in the choice of materials, color and techniques.
